Job purpose

This role will be responsible for the quality of the HR Delivery and HR process standardization in cluster of countries. S/he will lead the HR function through objectives which are aligned to the long term business strategy and deliver a standard set of Core HR Services available to employees and managers and provide Cluster Management Team and Regional HR with key HR data and analytics to support decision making.

Cluster HR Delivery Manager will report to the Regional HR Delivery Manager and will be the part of the Regional HR team.

 

Key responsibilities

Enable organizational change

  • Support the implementation of the approved workforce action plan across cluster offices;
  • Update the rolling 24 months forecast on the People Planning Tool;
  • Manage and execute organizational change, office and business unit restructurings and run postmortems after any change implementations.

 

Enable organizational effectiveness

  • Provide business performance management support;
  • Facilitate people management decision making and execution;
  • Manage turnover reduction plans and run the exit survey;
  • Supervise timely and quality data input, strong compliance to all data reporting, manage HR analytics;
  • Manage staff engagement: review results, facilitate focus groups, support development and progress updates of action plan. 

 

Recruit and on-board employees

  • Support recruitment execution, define the Job band, role skills set and competencies, obtain hiring and compensation approvals;
  • Support and approve to select the candidate, extend hiring offer and arrange contract to the successful candidate;
  • Manage staff mobility and office transfer requests;
  • Manage staff on boarding: prepare for arrival, induction, probation assessment.

 

Manage and develop employee

  • Enable first line managers to drive the performance management cycle: set objectives, ensure personal development plans, manage the mid-year and year-end review;
  • Advice and enable line managers to address under-performance through performance improvement plans.

 

Reward and guide employees

  • Manage Group and Local benefits schemes with support and advice of regional Reward team;
  • Manage the annual pay review and out of cycle compensation changes;
  • Manage employee administration: employees’ files, input and output to/from payroll administration;
  • Manage employee relations: absenteeism, relations with WOCs, unions and staff reps, grievance, disciplinary action, legal disputes, diversity inclusion.

 

Exit employees

  • Manage voluntary exits: resignations, retirement;
  • Use CEB Exit interview tool to record and analyse staff turnover for voluntary leavers;
  • Manage non-voluntary exits: redundancy, dismissals, long term sickness, death-in service.

 

Manage HR function

  • Manage the local HR team/teams in cluster offices;
  • Localize global governance docs incl. employee handbooks, HR related policies and procedures;
  • Align HR delivery to the local HR strategy designed by the HRBP/HRD.

 

Key Requirements

  • Academic background, preferably in HR field;
  • Minimum of 5 years' experience in an HR Manager role, preferably in an international environment and professional services industry;
  • Fluency in English and Arabic; any other local languages would be considered as a plus;
  • Is able to work in a diverse and dynamic environment, adaptable and flexible in approach with dealing with stakeholders;
  • Analytical and able to manage multiple projects;   
  • Ability to multi-task and work in a high pressure and fast paced environment;
  • Ability to work with high degree of ambiguity;
  • Would be seen within immediate team as a Technical Expert in their specialist area and is fully knowledgeable on day to day activities;
  • High level communication skills, able to influence Management and Executive level colleagues;
  • Able to tactfully deal with situations should they arise in the immediate time;
  • Structured and energized personality with a can do mentality to support (cluster) management and staff in day to day HR Operations.
