Job Purpose:

The HR & Payroll Manager will deal with a complex portfolio of clients, and will develop work relationships with existing clients, prospects, external advisors and will oversee the whole Payroll Team.

They operate as the subject matter expert and escalation point to resolve issues. They are continuously looking for improvements at an operational level by introducing processes and procedures to reduce inefficiency. They oversee the teams, ensuring successful, professional and efficient delivery of service to clients. They are responsible for driving business development and resolving issues with and on behalf of clients, whilst maintaining a keen eye on risk mitigation. They must supervise the Payroll team’s work to make sure our clients remain fully compliant with all regulations related to setup and recurring activities.

Key Requirements of the HR & Payroll Manager:

  • He/She directs and oversees Payroll Team and all related operations;
  • He/She builds strong relationship with clients, supporting the General Manager with business development, whilst enhancing TMF’s strong reputation in the payroll market;
  • He/She supports identification of opportunities for cross-selling and up-selling of company services, or billing for out of scope items to help ensure department revenue budgets are achieved;
  • He/She identifies and promotes opportunities to share best-practice;
  • He/She maintains client relationships and quality of delivery to minimise the loss of clients before any natural expiry date;
  • He/she will keep up to date with business trends/changes that will impact with the business and where appropriate turning it into policy;
  • He/She prioritizes the workload;
  • He/She supervises and assists employees of all levels and empowers people to take accountability and achieve results;
  • He/She manages the overall proposal process, monitors the ongoing status of assigned tasks and facilitate calls to discuss progress or issues if any;
  • He/She oversees compliance with statutory reporting and filing requirements;
  • He/She ensures alignment between local strategy, goals & policies and Group strategy and goals;
  • He/She considers synergies to optimise systems and improve efficiency of processes;
  • He/She works with Managers and Supervisors on Payroll strategy and planning;
  • He/She supports internal and external audits related to Payroll Team;
  • He/She understands and resolves complex technical, strategic and business issues;
  • He/She builds and maintains relationships at all levels across the Group; coaches, develops and effectively manages performance of the team.
  • He/She drives innovation and improvements to business area delivery
  • He/She is committed to the deadline and escalates to management in case of delay;
  • He/She is responsible for debt collection and negotiation of fees with clients in area of accountability and can articulate and demonstrate the impact (financial, etc.) of their role and activities on the business area;
  • He/She is able to successfully deliver short to medium-term projects;
  • He/She is able to weigh up and prioritise the benefits of different actions and activities to achieve cost effective outcomes;
  • He/She will understand the implications of decisions on the wider team or the functional level.


Job specific requirements for the HR & Payroll Manager:

  • Fluent knowledge of English (C1);
  • Proven experience of managing a Department ;
  • Works on a certain number of clients at the same time and prioritises the workload;
  • Establishes KPIs for the teams under his/her remit, implements internal control procedures;
  • Degree in Law/Economics;
  • 20 + years’ experience in similar organizations (a similar firm with strong client servicing skills is preferred);
  • Manages and develops relationships with clients, external advisors and other part;
  • Excellent knowledge of Belgian Labour Law and Tax Law;
  • Prior supervisory experience and problem solving attitude are essential
  • Ability to manage large and/or complex projects or programs
  • Ability to manage large and complex teams where delivery is through others
  • Takes overall accountability for delivery and drives results the Dpt. Teams under his/her remit;
  • Recognised internally as a Subject Matter Expert (SME) in their specialist area and is fully knowledgeable on the day to day activities of their business area;
  • Goal focus (both individual and team goals) and concern for quality;
  • Excellent written and communication skills;
  • Is mindful of cultural differences across a diverse organization;
  • Upholds the VALUES of the organisation in all they do and acts with integrity;
  • Engages and builds credibility with influential individuals both internally and externally;
  • Builds and maintains relationships at all levels across the Group.
